Who can create learning paths?

The respective owners and managers, i.e. license administrators, all automatically have the corresponding rights to create and edit learning paths according to that role assignment.

These rights are bound to the respective role and cannot be separated. For example, if a manager should has no rights for learning paths, this separation is not possible.
